Prepare the jelly by dissolving the jelly cubes in the boiling water, then topping up with cold water. Pour half of the prepared jelly mix between the serving pots and chill until set.
Make the panna cotta when the jelly has almost set. Bring the milk and cream to the boil in a heavy-bottomed pan and whisk in the panna cotta mix. Bring back to the boil, stirring continuously, then remove from the heat to cool for a few minutes.
Distribute the panna cotta mix evenly between the jelly pots and chill until set.
Top with the remaining jelly and strawberries and return to the fridge until ready to serve.
